Donald W. Dolce, MD
Founder, President
Donald W. Dolce, MD, is President, Founder and Chairman of The Board of Directors of Queen’s University College of Medicine. On April the 3rd, 2015 under the Authority of The Parliament of The Government of Barbados, The Queen’s University College of Medicine was granted an Educational Charter to establish and develop a college of medicine in Barbados. On February the 24th 2017, The Queen’s University College of Medicine and the Codrington Trust, the governing body of The Codrington College and Codrington Estate, entered into a long-term agreement. This agreement included the development of a Christian based medical college and complete restoration of the historic Codrington College Estate.
Prior to his role as President, Dr. Dolce worked in Academic Medicine for nearly 20 years. He is the Founder and President of MDCSA, a post-graduate and undergraduate clinical development firm which has served numerous hospitals as well as international and US based medical schools. Dr. Dolce is Co-Founder of Community Health Centers of Georgia, one of the largest Community Health Teaching Networks in the US.
Dr. Dolce has a strong sense of civic responsibility serving the Emory Dekalb Community Hospital Foundation and The Jupiter Hospital Foundation. Dr. Donald Dolce serves as Co-Founder and Member of the Board of the Joe Namath Neurological Foundation, The Sir Cornelius Smith Foundation and The American Arthritis Foundation. Over the years Dr. Dolce has served as an accreditation consultant for regional and state licensing authorities including the Georgia Composite Medical Board as well as other International and Regional Accreditation Authorities. Dr. Dolce received his Doctorate in Medicine from the St. Christopher’s College of Medicine and Bachelor of Science from Long Island University in New York.

Thomas M. Bluth, Esq.
Chief Financial Officer
Thomas M. Bluth serves as Chief Financial Officer and as Member of the Board of Directors of Queen’s University College of Medicine. Mr. Bluth is licensed to practice law in Missouri and Florida. He is licensed as a Certified Public Accountant from Missouri. Mr. Bluth has spent most of the past three decades serving as Chief Financial Officer and General Counsel for various real estate investment companies. Mr. Bluth also has extensive experience in international matters involving China, Hong Kong, United Kingdom, Canada, Mexico, Bahamas, and Chile.
Thomas M. Bluth earned his Bachelor’s Degree in business administration from Washington University in St. Louis. He obtained advanced degrees in law, JD and LLM, from Washington University in St. Louis in 1982 and 1987.

Dr. John S. Antalis is the Co-Chair for the Georgia Composite Medical Board. At the 2016 Southeastern Medical Legal Symposium, Doctor John Antalis presented: “The Georgia State Board of Medicine – An Ethical Alternative Recourse for Fraud and Other Unprofessional Conduct.” Dr. John Antalis is a Geriatrician in Dalton, Georgia and is affiliated with Hamilton Medical Center. He received his Medical Degree from St. George’s University School of Medicine, Grenada and has been in practice for more than 34 years.

Hensley Sobers, PhD

Executive Secretary for the Codrington Trust/Codrington College. Dr. Hensley Sobers is Principal Consultant of Sobers Interactive Management: Consultant in Industrial Relations and Human Resources Management; Chairman of the Technical and Vocational Education and Training (TVET) Council. As Lead Facilitator, Dr. Hensley Sobers works with many Barbados corporate organizations in developing their Employment Relationship Practices and Strategic Management and Change Management Processes.

Eddie Cheeks, MD, OBGYN, FABOG

Dr. Eddie Cheeks, a Board-Certified OB/GYN Physician, is a graduate of the University of Georgia (1972) and completed medical school and residency training at the Medical College of Georgia (1972 – 1980). He has held faculty appointments at the Medical College of Georgia, Morehouse School of Medicine, Ross University School of Medicine, American University of Antigua, Queen’s University College of Medicine, and the University of Medicine and Health Sciences. He has been honored as Teacher of the Year on several occasions. Dr. Eddie Cheeks continues to teach and supervise students and resident physicians at University Hospital at Augusta, Georgia.
Dr. Cheeks is past Chairman of the Board of Trustees at Paine College at Augusta, Georgia, and past Chairman of the Georgia Composite Medical Board.

Ltd., Chairman of Beijing Genetron Biotechnology Co. Ltd., Chairman & Chief Executive Officer at OriGene Technologies, Inc., Executive Chairman for CASI Pharmaceuticals, Inc., and General Partner at Emerging Technology Partners LLC.
Dr. Wei-Wu He was one of the first employees of Human Genome Sciences, Inc. (NASDAQ: HGSI). Dr. Wei-Wu He has been involved in over 20 biotech companies through his career. Dr. Wei-Wu He has been awarded over 20 US patents and has authored more than 30 original research publications.
Dr. Wei-Wu He received his PhD in Molecular Biology from Baylor College of Medicine of Houston, Texas. He has extensive experience conducting cancer research at Mayo Clinic and Massachusetts General Hospital. He received his MBA from the Wharton School of the University of Pennsylvania.

Mr. Anthony Ingraham is Founder, President & CEO, of the National Association of Black Hotel Owners, Operators & Developers, Inc. (NABHOOD). He is also President and CEO of Horizons Marketing Group International Inc. Mr. Anthony Ingraham is an internationally recognized panelist and speaker for hotel investment and development industry.
Mr. Anthony Ingraham is frequently featured and cited as a reputable source for US articles published in: The Wall Street Journal, The New York Times, and National Public Radio. He has hosted numerous development seminars and multicultural tourism events.

John Holder, PhD
Director and Professor of Medicine and Spirituality
John Holder was ordained Deacon in December 1974. It was just a year and nine months later, in September 1976, he was ordained to the priesthood in St. George’s Cathedral on the island of St. Vincent where he spent two years as a curate. He returned to his home island of Barbados in 1977 as tutor in Biblical Studies at Codrington College. This allowed him to continue part-time at his academic studies at the School of Theology, the University of the South, from which he graduated in 1981 with a Masters in Sacred Theology (STM) and a major in Old Testament Studies (hermeneutics and the writings of Second Temple Judaism).
At this period John Holder travelled to England where he was made Honorary Chaplain at the University Church of Christ the King, Gordon Square, London (1981–1984) and to further study at King’s College London, gaining a Doctor of Philosophy (PhD) in Old Testament Studies four years later in 1985. It was during this last tenure that in 1996 Archbishop John Holder was made an Honorary Canon of the Diocese of Barbados and three years later, in 1999, he received an award for his work at Codrington College.
March 2000, John Holder became the thirteenth Bishop of Barbados, succeeding Rufus Brome, who had then retired. In 2009, election of the next Archbishop took place at Guyana’s Convention Hall in Georgetown during a meeting of the Provincial Synod of the Church. Holder became the new Archbishop of the Province of the West Indies (a member province in the worldwide Anglican Communion).
Archbishop John Holder retired in 2018 and has (again) assisted educational and administrative duties with Codrington College.
In 2019, Dr. Holder joined Queen’s University College of Medicine as a full-time Faculty Member teaching medicine and spirituality while serving as Director of Medicine and Spirituality for Queen’s University College of Medicine and Codrington College Studies.
It is an honor to have him collaborate and develop this innovative project with QUCOM
Basic Sciences Faculty

Latelle J. Barton II, MD, HEC-C
Dean of Basic Medical Sciences
Dr. Barton serves Queen’s University College of Medicine as Dean of Basic Medical Sciences and Associate Professor of Behavioral Science, Medical Ethics, and Pre-Clinical Clerkship Skills. He oversees the academic quality, standards, and policies of QUCOM in the classroom and in the community. He is also responsible for academic, curricular resources, and administrative offices on the campus. Although Dr. Barton is the main administrator on campus, he is very much a student advocate. He believes students should have a positive and comfortable learning environment and resources available to succeed in medical school.He is committed to community service by helping improve the lives of others and improve health disparities, especially with vulnerable populations. Dr. Barton has published many health-related feature articles for the general public in the Caribbean and the United States. He is a role model for students learning what it means to serve others and to advocate for the sick. Through his leadership, he has trained hundreds of students in the art of roundsmanship in preparation for clinical rotations as Third-year medical students.
Dr. Barton’s scholarly interests include Professionalism in Medical Education; Clinical Ethics; Standardized Patient Education; Medical Simulation; and Service Learning. He is a member of several professional organizations and has earned certification in Healthcare Ethics through the American Society of Bioethics and Humanities. He is the only current certified Healthcare Ethicist in the Caribbean region and one of a small group in the United States. He is also a member of the Bioethics Society of the English-speaking Caribbean.
Dr. Barton received his Bachelor of Arts in Behavioral Science with an emphasis in Chemical Dependency from National University in La Jolla, California, and his medical degree from Spartan Health Sciences University in Saint Lucia.

Inna Shlypilova, MD, PhD
Associate Dean of Student Affairs, Professor of Biochemistry and Genetics
Dr. Inna Shypilova earned her Medical Degree June 2005 from Lugansk State Medical University of Lugansk, Ukraine. In 2008, Dr. Inna Shypilova’s Research Fellowship in stem cell cancer research resulted in her PhD received from Lugansk State Medical University of Lugansk, Ukraine. Dr. Inna Shypilova served as an Assistant Professor with the Medical Chemistry Department at Lugansk State Medical University of Lugansk, Ukraine.
In 2008, Dr. Inna Shypliova was the winning recipient of the Ukrainian competition Natural, Technical, and Humanitarian Sciences for Government Scholarship bestowed by the Ministry of Education and Science of Ukraine Implement Project. In continuing with her research, Dr. Inna Shypliova received Research Programme Funding from the Ministry of Health of Ukraine from 2013-2015.
Dr. Inna Shypilova responsibilities at QUCOM include teaching Biochemistry, Genetics and serving as Associate Dean for Student Affairs. Dr. Inna Shypilova is a member of the American Society for Biochemistry and Molecular Biology. Dr. Inna Shypliova joined the QUCOM Faculty 2018.

Professor Timothy C. Roach, GCM, FRCP
Administrative Associate Dean
Professor Timothy Roach was educated at the Lodge School, St. John, Barbados and proceeded to Cambridge University and Westminster Hospital, London to complete his Medical Degree. After postgraduate studies at the University of Leeds and at the Royal Brompton Hospital he returned to Barbados as a Consultant in Medicine at the Queen Elizabeth Hospital (QEH) in 1981.
Professor Timothy Roach was Head of the Respiratory Unit and Director of the AIDS Management Team at QEH. Professor Timothy Roach major interests are Pulmonary Medicine, HIV/AIDS, Sleep Disorders, Diving and Hyperbaric Medicine. He has published research in Asthma, HIV and Diving Disorders and was appointed as Honorary Professor of Respiratory Medicine in 2011. In 2012, he was awarded the Gold Crown of Merit for his services to Medicine.
Professor Timothy Roach retired from the QEH in 2016; however, he continues as Director of the Belleville Sleep Centre actively promoting the benefits of restful sleep. He is President of the Barbados Cancer Society and a Commissioned Reserve Officer in the Barbados Defense Force. Professor Roach is an Administrative Associate Dean with QUCOM since 2018.

Larisa Sankova, MD, PhD.
Professor of Gross Anatomy and Embryology
Dr. Larisa Sankova earned her Medical Degree in 1983 from State Medical Academy at St. Petersburg, Russia, and a PhD in Anatomy from St. Petersburg State Pediatric Medical University in 1991. Dr. Larisa Sankova has extensive experience teaching Gross Anatomy, Neuroanatomy, Embryology, and Medical Anthropology at V. Dahl East Ukraine National University (Ukraine), Thamar University (Yemen), and American University of Integrative Sciences School of Medicine (Barbados).
Dr. Larisa Sankova edited several medical publications while teaching at different medical schools including Lugansk State Medical University (Ukraine), East Ukrainian Course of Human Anatomy for Dentistry Faculty and authored several Student Workbooks: altogether more than 40 publications. Among the scientific interests of Dr. Larisa Sankova’s publications are a study of Human Vessel Variability, Medical Anthropology, and VR technology in education. In 2005, her academic and research work earned her a Certificate of Recognition from the Ukrainian Ministry of Health.
Presently, Dr. Larisa Sankova is a member of numerous regional and national professional organizations. Dr. Larisa Sankova joined the QUCOM Faculty in 2018.

Oleskii Hliebov, MD, PhD
Associate Professor of Pharmacology & Clinical Medicine
Dr. Oleskii Hliebov is an Associate Professor of Pharmacology and Clinical Medicine. He received his Medical Degree in 2009 and his PhD in 2013 at Lugansk State Medical University, Ukraine. Dr. Oleskii Hliebov is a highly experienced professor. His teaching experience includes: Physiology, Pharmacology, Introduction to Clinical Medicine, Evidence Based Medicine, Biostatistics and Epidemiology. Dr. Oleskii Hliebov has consistently made outstanding contributions to student success by relating NBME Shelf exams content and practice into the medical school classroom. He has received several awards for teaching from his students.
Dr. Oleskii Hliebov major research interest is focused on prediction of biological activity (including pharmacological effects, mechanisms of action, toxic and adverse effects, etc.) of virtual chemical compounds designed in computers but not synthesized yet. Dr. Oleskii Hliebov is interested in cardiovascular physiology and academical projects; he has published more than 25 manuscripts and abstracts in peer-reviewed journals. Dr. Oleskii Hliebov holds 5 international patents. Dr. Oleskii Hliebov joined the QUCOM Faculty in 2018.

George DeNoto, III MD
Professor and Chair of Surgery
George DeNoto III, M.D., FACS, is the Director of General Surgery at St. Francis Hospital. He previously served as Chief of the Division of Minimally Invasive Surgery at North Shore University Hospital at Manhasset and Director of the North Shore-Long Island Jewish Medical Center Minimally Invasive Surgery Fellowship. Dr. DeNoto received his Doctor of Medicine from Stony Brook University Medical School in 1988 and completed his General Surgery residency at Mount Sinai Hospital in 1993 where he received the distinguished Arthur H. Aufses Senior Prize in Surgery. Since 1993, Dr. DeNoto has practiced General Surgery and Advanced Minimally Invasive Surgery at North Shore University Hospital at Manhasset. His areas of surgical expertise include: laparoscopic and open inguinal hernia surgery; management of routine and complex ventral and incisional hernias; single incision laparoscopic surgery; laparoscopic foregut surgery; laparoscopic colon surgery; and DaVinci robotic surgery.

Thomas Kenneth Taylor III M.D., M.B.A.
Professor and Chair of Obstetrics and Gynecology
Dr. Taylor serves as Medical Director for the Center for Black Women’s Health and Wellness in Atlanta, Ga and is President/CEO for Chimera Health, Atlanta, Ga. Dr. Taylor is an Ob/Gyn specialist and has over 25 years of experience as a Gynecologic Surgeon and Women’s Healthcare specialist. Over the years Dr. Taylor has authored numerous publications relating to women’s health and has appeared on numerous radio and talk shows including the Joyner Morning Show and WUHR-Howard University Talk Radio.

Dr. Jose David Suarez joined Queen’s University College of Medicine in June 2019. He brings vast knowledge and experience in medicine and medical education. Jose David Suarez, MD, is a Diplomate for the American Board of Family Medicine, currently serving as Chief Medical Officer and Program Director of the Family Medicine Residency Program at Westchester Hospital, in Miami Florida.
Dr. Jose David Suarez has previously served as Chief Academic Officer and as Designated Institutional Official and Faculty at various institutions including University of Miami, Nova School of Medicine and Florida International University. He is the elected Secretary & Treasurer for the Dade County Medical Association and Delegate for the Florida Medical Association.
After graduating from Universidad Central del Este, in Dominican Republic, Dr. Jose David Suarez trained at Christiana Care in Delaware, an affiliate of Thomas Jefferson Medical College. Additionally, he has contributed to various scholarly publications and medical journals. Dr. Jose David Suarez has also patented a medical device for soft tissue and joint immobilization.
Highly regarded and recognized as an expert in his field, national media outlets such as CNN and Univision, call on him often for expert opinion. We are privileged to have him join us as part of the 2018 QUCOM Faculty.

Gregory Zakers, MD
Clinical Chair of Family Medicine
Dr. Gregory Zakers is a Family Medicine physician who received his Medical Degree from Morehouse School of Medicine in Atlanta, Georgia and completed his Family Medicine Residency Programme at the University of Tennessee, Chattanooga. He specializes in Minor Emergency Medicine, Occupational Medicine, Pain Management, Sports Medicine and Men’s Health and Wellness. He has served the Atlanta, Georgia healthcare community for more than 18 years in various capacities. Dr. Gregory Zakers was Medical Director of Dekalb Medical Center-Hillandale Minor Emergency Center and Dekalb Medical Center-Hillandale Occupational Medicine.
Dr. Gregory Zakers served as Medical Director of Grady Memorial Hospital Urgent Care Center at Hartsfield-Jackson Atlanta International Airport and is currently Medical Director of Clinica La Trinidad and Owner CEO of Berkeley Medical Center, LLC. and Clinica Alianza Latina, Inc. Dr. Gregory Zakers is the former Dean of Clinical Sciences at Xavier University School of Medicine-Aruba and has over 15 years of experience teaching medical students: Residents, Physician Assistants, and Nurse Practitioners. Dr. Gregory Zakers joined the QUCOM Faculty in 2018.

Andrei Stieber, MD
Co-Clinical Chair of Department of Surgery
Dr. Andrei Stieber brings over 25 years of surgical experience–specifically pancreatic expertise — to QUCOM Clinical Medical Students. Dr. Andrei Stieber joined DeKalb Surgical Associates in 2008 and was previously on staff at Emory University since 1992.
Dr. Andrei Stieber’s expertise includes treatment of hepatic, biliary and pancreatic cancers, management of complex benign hepatobiliary and pancreatic diseases, and other abdominal surgeries. He continues to develop and refine a novel technique he designed for open liver resections.
A graduate of State University of Milan (Italy) Medical School, Dr. Andrei Stieber completed his general surgical residency at Mount Sinai Medical Center in New York City. He completed his Fellowship in solid organ transplantation from the University of Pittsburgh, where his mentor was Dr. Thomas Starzl, who is widely considered the “Father of Liver Transplantation.”
Dr. Andrei Stieber joined QUCOM in 2018 and brings a breath of knowledge and experience both clinically and academically. He currently serves as the Co-Chair Department of Surgery. Dr. Andrei Stieber’s responsibilities include oversight of curriculum development, faculty development, academic development, and student counseling.

Steven Katz, MD, FACP
Clinical Chair of Internal Medicine
Dr. Stephen Katz, MD, FACP joined the faculty of QUCOM September 2018.
Dr. Stephen Katz served as the Chairman of Internal Medicine at Ross University School of Medicine for 18 years and served as the Director of Internal Medicine Residency Programme at Prince George’s Hospital in Cheverly, Maryland. Dr. Stephen Katz currently practices Internal Medicine in Severna Park, Maryland. Dr. Stephen Katz attended the University of Maryland School of Medicine and completed Residency in Internal Medicine at John’s Hopkins Bayview Medical Center in 1992 when he also earned Board-Certification in Internal Medicine.
Dr. Stephen Katz was an Assistant Clinical Professor of Medicine at the University of Maryland Medical School from 1995 to 1998. Dr. Stephen Katz completed the faculty development program and medical teaching at Johns Hopkins University in 1997. Dr. Stephen Katz is a Fellow of the American College of Physicians. Dr. Stephen Katz enjoys incorporating teaching from cases from his practice into teaching students.

Ruette Flowers, MD
Clinical Chair of Pediatrics
Dr. Ruette Flowers, is a Board-Certified Licensed Pediatrician in Decatur, Georgia. Dr. Ruette Flowers has been in practice for over 40 Years and is affiliated with Emory Decatur Hospital, Grady Memorial Hospital and Children’s Hospital at Scottish Right.
Dr. Ruette Flowers earned her medical degree from Meharry Medical College in Nashville, Tennessee and completed her Residency at Grady Memorial Hospital and Children’s Hospital in Atlanta, Georgia. She has served on numerous committees and boards and has served on the Georgia Medical Composite Board both as Member and past Chair.
Dr. Ruette Flowers has served as Chair of The Department of Pediatrics at Emory University and as Director of Pediatrics at Emory Decatur Hospital. Dr. Ruette Flowers has trained many residents and medical students over the years and has been a tremendous inspiration and mentor to many physicians in training.
As Chair of the Department Of Pediatrics at Queen’s University College of Medicine, Dr. Ruette Flowers oversees all aspects of the academic program while working closely with the rest of the faculty to ensure academic excellence and continuity across our all QUCOM training sites.

Delequis Mendoza, MD
Clinical Chair of Psychiatry
Dr. Delquis Mendoza earned his Medical Degree at Universdad Libre in Barranquilla, Colombia. Prior to moving to Miami, Dr. Delquis Mendoza was practicing Internal Medicine. He attended Miami-Dade Community College to enhance his advancement of the English language. After completion of Miami-Dade Community College, Dr. Delquis Mendoza moved to Atlanta, GA where he started his Psychiatric Residency at Morehouse School of Medicine. He was the Chief Psychiatry Resident of the programme. Dr. Delquis Mendoza is currently an Assistant Professor for Morehouse Psychiatric Department.
Dr. Delquis Mendoza is a Board-Certified Psychiatrist. He has practiced Psychiatry over the past 23 years. Dr. Delquis Mendoza is associated with the American Psychiatric Association and American Medical Association. Currently, Dr. Delquis Mendoza is the Clinical Director at the largest and busiest state psychiatric hospital in Georgia as well as the Medical Director at the Dekalb County Jail (Decatur, GA). Dr. Delquis Mendoza has served on QUCOM Faculty since 2019.

Dr. Olivia Chuang-Smith, PhD
Adjunct Professor, Microbiology and Immunology
Dr. Olivia Chuang-Smith earned a PhD from the Microbiology, Immunology, and Cancer Biology graduate program at the University of Minnesota Medical School where she researched the role of a bacterial protein in heart disease. Dr. Olivia Chuang-Smith research has led to ten peer-reviewed publications and nine published abstracts in bacterial pathogenesis. George Jimsheleishvili, MD
Adjunct Professor of Neuroscience
Dr. George Jimsheleishvili obtained his Medical Degree at the David Tvildiani Medical University Tbilisi, Georgia, (Asia) in 2013. He completed his internship in Neurology and Neurophysiology in 2016 at the N. Kipshidze Central University Clinic of Tbilisi, Georgia. Dr. George Jimsheleishvili is currently working as Professor of Anatomy and Physiology at Miami Dade College, and helps lead numerous clinical trials focusing on acute and chronic spinal cord injury, neurological surgery, and traumatic brain injury at the University of Miami Jackson Memorial Hospital in Miami, Florida.

Anthony Smith, PhD
Adjunct Professor, Biochemistry, Genetics, and Molecular Biology
Dr. Anthony Smith obtained his PhD from the University of Miami Miller School of Medicine in 2006 where he studied mechanisms of HIV-1 drug resistance. He then moved to the University of Minnesota Medical School where he continued his training as a Postdoctoral Fellow investigating the pathogenesis of HIV-1 infection at various clinical stages of disease. Dr. Anthony Smith was promoted to Senior Research Associate where he focused on delineating properties of a successful vaccine to AIDS. His research has led to over 20 peer-reviewed publications and 35 published abstracts in HIV-1 drug resistance, pathogenesis, and vaccines.
Dr. Anthony Smith has taught undergraduate and graduate level Biochemistry, Genetics, Microbiology, Immunology, and Cancer Biology at various US institutions and postbaccalaureate medical school programs. He is currently an Assistant Dean and Lecturer at Washington University in St. Louis, MO.

George Lotoucki, PhD, MBA
Adjunct Professor, Physiology and Biophysics
Dr. George Lotoucki earned a PhD, MBA in Physiology and Biophysics from the University of Miami Miller School of Medicine where he worked on CNS cell death after brain surgery. Previously, Dr. George Lotoucki was a Research Associate in the Department of Neurosurgery at the Miami Project to Cure Paralysis and taught Physiology and Biophysics to medical students at the University of Miami Miller School of Medicine, and Ross University School of Medicine.
Dr. George Lotoucki also supervised graduate and undergraduate students, post-doctoral fellows, and neurosurgery residents. Dr. George Lotoucki has contributed to over 20 peer-reviewed publications, and over 30 published abstracts in traumatic brain, spinal cord injuries, and therapeutic interventions.
